Abstract The adaptation to the multiple facets of climate/global change challenges conventional means water system planning. Numerous demand and supply management options are often available, from which a portfolio measures needs be selected in context high uncertainty about future conditions. A framework is developed integrate inputs two main approaches commonly used plan for adaptation. proposed “top–down meets bottom–up” approach provides systematic practical method supporting selection at river basin level by comprehensively integrating goals economic efficiency, social acceptability, environmental sustainability, robustness. top-down relies on use chain models assess impact global resources its adaptive over range climate projections. Future scenarios locally prioritized identified following bottom-up through participatory process with relevant stakeholders experts. Cost-effective combinations then using hydro-economic model scale. resulting portfolios checked define robust program based trade-offs between costs reliability. Valuable insights obtained uncertain information selecting robust, reliable, resilient portfolios. Finally, cost allocation equity implications analyzed comparison economically rational results (cooperative game theory) application justice principles.
